Bring a pot of salted water to boil. Add elbow macaroni and cook until the noodles are al dente (approximately 10 minutes). Let cool.

Dice the celery, red onion, and bell pepper. Cut the tomatoes into quarters and finely chop the parsley.

In a small bowl, mix together mayonnaise, sour cream, apple cider vinegar, mustard, salt, honey, and lemon juice. Set aside.

In a large bowl, add noodles, celery, red onion, bell pepper, tomatoes and parsley. Mix in the dressing. Stir to combine. Enjoy!
